Kyra Solutions is pleased to announce that Rafael Hernandez has joined our team as the Vice President and Leader of our Tolling Solutions practice. In this capacity, he will lead our tolling division in business development, solutions implementations, and innovation.

Rafael previously served as the Director of Tolls at THEA (Tampa Hillsborough Expressway Authority) where we developed and implemented image review solutions. At THEA, Rafael rose through the ranks in both tolls and intelligent transportation systems. His hands-on operational experience on roadside and back office, as well as senior executive leadership, will help Kyra in strategic and tactical aspects of our business. Rafael has also served on several industry leadership councils and committees spanning all tolling agencies in North America. This serves as a testimony to his deep domain knowledge, subject matter expertise, and relationships.

Rafael holds an Executive MBA from the University of South Florida and bachelor’s degree in electronics engineering from Venezuela. He is also a graduate of the International Bridges, Tunnels, and Turnpike Association (IBTTA) leadership institute. Rafael is a recipient of the prestigious “40 under 40” award from Greater Tampa Bay Region for his business leadership. Rafael lives in Brandon. Florida (between Tampa and Lakeland) with his wife and two daughters.
